Canada and the European Union are advancing plans to connect their instant payment networks, a development that could substantially reduce the time and expense involved in transferring money between the two economies.

The proposal forms part of the Canada–EU Alliance for the Future, announced on 30 October and attracting renewed financial industry attention this week. Officials intend to explore connections between Canada's forthcoming Real-Time Rail and Europe's TARGET Instant Payment Settlement infrastructure. The initiative would allow participating financial institutions to support near-instant cross-border transfers rather than relying exclusively on traditional international payment arrangements.

Canada's Real-Time Rail is being developed to process payments continuously, including outside ordinary banking hours. It uses international messaging standards intended to make connections with foreign systems easier. Payments Canada has welcomed the partnership, which will involve cooperation with the Bank of Canada and European authorities. The wider agreement also provides for discussions on improving access to banking, insurance and financial technology markets on both sides of the Atlantic.

Connecting national payment infrastructures could benefit exporters, small businesses and individuals who regularly transfer funds internationally. Faster settlement may improve cash flow and reduce uncertainty over when payments become available. However, technical compatibility is only one requirement. Regulators must also resolve questions involving fraud prevention, compliance and the handling of different currencies. The agreement establishes a direction for cooperation rather than an operational payment service, with implementation and commercial arrangements still to be determined.
